Sistema integrado de gestão estratégica e avaliação de desempenho e performance organizacional

Abstract

O presente estudo tem como principal objectivo ou finalidade fornecer as grandes linhas orientadoras para a decisão de concepção, desenvolvimento e implementação de um modelo integrado de gestão estratégica e avaliação de desempenho e performance organizacional, aplicado a uma organização de prestação de serviços profissionais de back-office. O método adoptado será o estudo de caso, sob a forma projecto – empresa, o qual segue uma lógica descritiva, relacionando temas revistos na literatura com as evidências e informação entretanto obtida sobre a organização em questão ao longo deste estudo, para posterior formulação e apresentação de propostas de melhorias práticas. Por outro lado, esta investigação procura igualmente trazer ao leitor uma visão moderna e objectiva sobre as actuais práticas e recentes desenvolvimentos e pensamentos relacionados com a gestão estratégica e a avaliação de desempenho e performance organizacional, neste estudo de caso em concreto operacionalizado pelo instrumento Balanced Scorecard (BSC). Este estudo revela também um especial contributo para as pequenas e médias empresas (PME) que pretendam eventualmente implementar ou adoptar o BSC, ao descrever todo o processo inerente e subjacente à concepção, desenvolvimento e implementação numa organização, tendo por base os desenvolvimentos teóricos e práticos apresentados pelos autores do BSC, bem como de outros investigadores nesta matéria.

The main goal of the present study is the definition of core guidelines for the decision of conception, development and implementation of an integrated model of strategic management and performance measurement applicable to an organization which provides professional back-office services. The adopted method will be the case study following the project – company format. The approach adopted encompasses both literature review on the subject and information collected within the studied company. The ultimate goal is to implement the studied techniques and the findings in order to improve practical activities within the company. On the other hand, this investigation tries to bring the reader a modern and clear vision of the actual practices and recent developments and thoughts related with the strategic management and organizational performance measurement, in the present case study operationalized by the Balanced Scorecard (BSC). This case study also reveals a special contribute to the small and medium companies (SMC) that eventually want to implement or adopt the BSC, by describing all the inherent and underlying process related with the conception, development and implementation of the BSC in an organization. The reader must bear in mind the theoretical and practical developments presented by the BSC authors, as well as further investigators on this matter
