Desigualdades, serviços públicos e justiça global

Abstract

Os serviços públicos de educação e saúde e as desigualdades são uma parte fundamental do mundo em que vivemos. No atual contexto de crise, temos assistido a um aumento das desigualdades e, particularmente no contexto europeu, a uma redução na oferta de serviços públicos. Neste artigo exploraremos a relação entre a oferta de serviços públicos de educação e saúde e as desigualdades globais. A partir dos dados do PNUD (2013), discutiremos em primeiro lugar, para treze países, as desigualdades na oferta de serviços de educação e saúde. Em segundo lugar, exploraremos a relação entre estas desigualdades e os indicadores de saúde, educação e desenvolvimento. Finalmente, analisaremos a relação entre estas desigualdades e a perspetiva subjetiva dos cidadãos sobre a satisfação com a oferta de serviços de saúde e educação nesses países.

Both the public service of health and education and the inequalities are fundamental parts of the world we live in. In the present context of the crisis, we have seen an increase of inequalities and, particularly in the European context, a reduction in the provision of public services. In this article we will explore the relation between the provision of education and health public services and global inequalities. From the data from PNUD (2013), first, we will discuss, for thirteen countries, the inequalities in the provision of health and education public services. Second, we will explore the relation between these inequalities and the indicators of health, education and development. Finally, we will analyze the relation between these inequalities and the subjective perspective of the citizens about the satisfaction with the health and education services in these countries.
