A Célula e as Fronteiras. Circulação e posse de informação no terrorismo jihadista, no crime organizado contemporâneo e na investigação de segurança

Abstract

Neste trabalho, procuramos investigar a importância da circulação e a da posse de informação para as entidades envolvidas no terrorismo e no crime organizado, bem como para aquelas que, no lado oposto da fronteira, serviços de informações e polícias, tentam eliminá-las. Deste modo, começamos por, teoricamente, analisar a tipologia essencial do terrorismo jihadista e do crime organizado global contemporâneo. Procuramos, igualmente, identificar a natureza da actividade de informações e da investigação criminal, bem como os métodos que utilizam para anular a prática terrorista e criminosa.

A partir daqui, usando conceitos teóricos existentes, nos quais salientamos os propostos por Appadurai e Castells, tentamos perceber qual é o nível de circulação de informação no mundo globalizado de hoje que as entidades terroristas e criminosas alcançam, bem como o volume de informação de que as entidades de informações e de investigação criminal conseguem garantir a posse. Neste contexto, damos especial importância à circulação e posse de informação permitidas pelas plataformas e redes de comunicações disponíveis. Concluímos levantando a hipótese de que poderá existir uma disjunção entre a informação na posse das entidades submetidas à ordem das nações – estados, os serviços de informações e polícias, e quantidade de informação posta a circular globalmente pelas entidades terroristas e criminosas, sujeitos de um mundo de redes e plataformas celulares sem fronteiras.

In this paper we will investigate how important it is for entities involved in terrorism and organized crime, to possess and circulate information, as well as for those who, on the opposite side of the border, intelligence services and police, try to eliminate them. We will begin by, theoretically, analysing the types and essence of both jihadist terrorism and today’s transnational organized crime. We will also try and identify the nature of intelligence activity and crime investigation, and which methods they use to counteract terrorist and criminal actions.

Henceforth, by using theoretical knowledge, such as those proposed by Appadurai and Castells, we will try to understand which levels of circulating information, in today’s global world, are terrorists and criminals achieving. Furthermore, we will try to assess the volume of information intelligence services and crime investigators are obtaining. In this context, special relevance will be given to the possession and circulation of information which are allowed by the available communications platforms and networks.

We will end by raising an hypothetical existence of a gap between the information owned by those entities abiding to the Order of Nations – states, intelligence services and police – and the amount of information put in global circulation by terrorist and criminal entities, actors in a borderless world of cellular networks and platforms.
