A avaliação da similitude estrutural segundo uma abordagem multidimensional: evidência para Portugal

Abstract

O presente estudo compara os resultados obtidos para a avaliação da similitude estrutural das regiões de Portugal, contrapondo duas abordagens distintas: o índice de Krugman, considerando apenas os pesos relativos ao emprego, por setores de atividade, e uma abordagem multidimensional. Esta última distingue-se das outras formas de avaliação da similitude pelo fato de considerar, além dos pesos relativos, as dimensões inter e intrassectorial. Para possibilitar a implementação da dimensão intrassectorial recorremos aos dados do emprego por setor de atividade, de cada região do país, segundo os níveis de qualificação, categorizados por básico, secundário e superior. Os resultados mostram que os valores de similitude sofreram um ligeiro acréscimo com a aplicação da abordagem multidimensional, concluindo-se que efetivamente existe maior concorrência entre regiões. Os concelhos onde se observa dissimilitude estrutural são regiões cujos valores de emprego são relativamente baixos, comparativamente com as outras regiões, e o emprego é distribuído por um conjunto diminuto de setores de atividade económica, com uma quota elevada do emprego da região. Os concelhos que revelaram maior dissimilitude, em qualquer uma das metodologias aplicadas, são todos do interior do país. Estes não se encontram concentrados, mas sim dispersos por todo o continente.

The present study compares the results obtained for the evaluation of the structural similarity of the regions of Portugal, contrasting two distinct approaches: the index of Krugman, considering only the weights relating to employment by sectors of activity, and a multidimensional approach. The last one distinguishes itself from other forms of evaluation of similarity by the fact of considering, in addition to the relative weights, the inter and intra sectorial dimensions. To enable the implementation of intra sectorial dimension we have to take into account the data on employment by sector of activity, of each country’s region, according to skill levels, categorized by basic, secondary and higher education. The results show that the similarity values suffered a slight increase with the implementation of multidimensional approach, concluding that effectively there is increased competition between regions. The regions where structural dissimilarity are regions whose job values are relatively low, compared with other regions, and employment is distributed by a miniature set of sectors of economic activity, with a high share of employment in the region. The counties that showed greater dissimilarity in any of the methodologies applied are all of the interior of the country. These are not concentrated but dispersed across the country.
