O escudo de defesa antimíssil europeu: da não proliferação ao zero nuclear

Abstract

Face à dimensão dos arsenais nucleares desenvolvidos pelas grandes potências e à relevância que o nuclear foi adquirindo no quadro das relações internacionais entre 1945 e 1970, surge nesse ano, como resultado de um processo de negociação entre Estados nucleares, a grande iniciativa de controlo da proliferação nuclear, materializada pelo quadro regulador do “Non-Nuclear Proliferation Treaty – NPT”. Ao longo dos quarenta e um anos já decorridos de tratado, foram e são registados incumprimentos por parte de alguns dos seus Estados signatários, com expressão para o desenvolvimento de capacidades nucleares militares a coberto dos apoios usufruídos à luz do tratado, fragilizando-o politicamente e incrementando as ameaças à Segurança Internacional. A nova postura nuclear americana, datada de 2009, a renegociação e ratificação do novo acordo bilateral EUA – Rússia para a redução dos arsenais nucleares estratégicos, datado de 2010, e a aprovação do novo Conceito Estratégico da Organização do Tratado do Atlântico Norte – OTAN, no mesmo ano, levaram à abertura de uma nova página no reforço do papel político do NPT. Destes desenvolvimentos ressai a reformulação do sistema de defesa antimíssil para a Europa, o qual perspetiva o incremento na responsabilidade de defesa da Aliança ao território dos seus Estados membros e centros populacionais. Simultaneamente, releva-se a diminuição da preponderância americana no sistema por apelo deste Estado a uma maior participação da Europa, e a abertura na partilha do sistema de informação, vigilância e alerta da OTAN (ALTBMD) à Rússia, concomitantemente com o seu envolvimento no processo de consulta do emprego do nuclear.

Considering the dimension of nuclear arsenals developed by the world powers and the relevance which nuclear energy acquired in international relations between 1945 and 1970, it was during that year, as a result of the negotiation process between nuclear States, that the initiative was taken to control nuclear proliferation in the form of the regulating framework “Non-Nuclear Proliferation Treaty – NPT”. During the forty-one years since then, we have witnessed non-fulfillment of the treaty by some of the signatory parties, resulting in the development of nuclear military capacity under cover of the financial support received as a result of the treaty, making it more fragile politically and increasing threats to International Security. The new US Nuclear Posture, dated 2009, the renegotiation and ratification of the new USA – Russia bilateral agreement for the reduction of strategic nuclear arsenals, dated 2010, and the approval of the new Strategic Concept of the North Atlantic Treaty Organization – NATO, in the same year, led to the opening of a new page in reinforcing the political role of NPT. These developments have resulted in the reformulation of the antimissile defense system for Europe, which puts in perspective an increase in the Alliance’s responsibility to defend the territory of its member states and population centers. Simultaneously, we can emphasize the reduction of the American preponderance in the system due to the appeal of this state for a greater European participation and the openness in sharing the NATO information, vigilance and alert systems (ALTBMD) with Russia, in conjunction with its involvement in the consultation process for the use of nuclear energy.
