O erário régio e as contas do reino no ano de 1765: o poder e a contabilidade

Abstract

Esta dissertação tem por objecto estudar o Erário Régio, as contas do ano de 1765 e o seu significado histórico. Começamos por fazer uma pequena introdução e dividimos a dissertação em três partes. Na primeira, tratamos de contextualizar o aparecimento do Erário Régio face à crise económica, ao terramoto, à centralização do poder e às reformas empreendidas por Carvalho e Melo na década de 50. Fala-se depois do estado das Contas Públicas na época e de seguida faz-se uma breve retrospectiva das partidas dobradas na Europa e do impacto da sua integração nas contas públicas de diversos países. Na segunda parte iremos ver como laboravam o Tesouro, as Contadorias e quem eram os funcionários do Erário e os respectivos percursos sociais. Na terceira parte chega-se ao capítulo nuclear da dissertação, isto é, à análise e interpretação das Contas do Reino em 1765. Em cada uma das quatro Contadorias há duas tarefas fundamentais a fazer: reconstituir os Balanços do respectivo ano, os quais se perderam e verificar as contas de Ganhos e Perdas nos fólios dos Livros Mestre. Após múltiplas análises às contas, procede-se à reconstituição do Balanço do Erário e à apresentação da conta geral de Ganhos e Perdas. Nas conclusões avalia-se o estado das contas do Reino e o resultado das reformas que a instituição do Erário Régio proporcionou.

The objective of this dissertation is the study of the Erário Régio – The Exchequer -, the accounts of the year 1765 and its historical significance. After a small introduction to the dissertation, we will start the first chapter providing context of Erário Régio, facing the economic crisis, the earthquake, public accountings, power centralization and reforms of Carvalho e Melo in the fifties of the XVIII century. Then we can further provide a perspective about the evolution of double entry accounting in Europe and its use to the public accounts. After this, the study of Erário Régio organization is the subject of our analysis. By scrutinizing the Law Charter that empowers the Erário, we can further provide a perspective about the social identity of Erario’s employers. Finally we will make a cursive analysis of the Exchequer elite. Reaching this point, we present the main chapter of the dissertation: the thorough presentation of the accountancy registers of year 1765 with a full study and interpretation. In each of the four Accountancy Departments there are two tasks to be performed: Rebuild the Balances of each Accountancy Department for the year, data that got lost in first place, and verify the accounts of profit and loss entered in the four Ledgers, evaluating the results therein. We will then proceed to analyse and interpret the data available on the balances, checking the account typologies; with conceptual, quantitative and geographical analysis in order to proceed further to the rebuilt of the Kingdom Balance and to the presentation of the Profit and Loss Account. Furthermore, we evaluate the results of the reforms driven by the introduction of the Exchequer. Finally, we present the conclusions. They will reflect the state of the accounts of the kingdom and the results the Erário Régio’s reforms achieved.
