Energy under siege: Securitizing LNG amidst insurgency in Mozambique's Cabo Delgado

Abstract

Mozambique’s province Cabo Delgado is the home of some of the largest offshore gas reserves in the world. Parallel to it, the province is also, since 2017, the battleground for an Islamic terrorist insurgency that has been devastating the region and the economic development from the promised LNG revenues. Using the concept of energy securitization this thesis was set to research the mutual impact that LNG and the Insurgency have on one another. What were the effects of the conflict on the LNG projects? The effects that the stagnated projects have on Mozambique? And, on the other way, the impact that LNG has on the insurgency? And Who are the most helpful LNG partners in combating the insurgency? Researching through the analysis of media coverage, conflict analysis forums, energy companies and government’s official statements and research papers, it is concluded that the insurgency provoked mainly economic and personnel losses to the LNG projects, opening the way to international intervention in Cabo Delgado. The stagnated projects have contributed to the risk of debt distress in the country and the presence of foreign forces on Mozambican soil have created more division in the country. In turn, LNG interests have been the spear of the counterinsurgency, with most of the LNG players in Mozambique having a role in supporting the Mozambican government. The most crucial interventions were those of the SADC led by South Africa and the Rwanda intervention hiding the French security agenda and the Mozambique LNG project operator TotalEnergies.

A província Moçambicana de Cabo Delgado é o lar de algumas das maiores reservas de gás em alto-mar do mundo. De forma paralela, a província é também palco, desde 2017, de uma insurreição terrorista islâmica que tem devastado a região e o desenvolvimento econômica proveniente das esperadas receitas do GNL. Usando o conceito de securitização energética esta tese tem como foco o impacto que o GNL e a insurgência têm um no outro. Quais foram os efeitos do conflito nos projectos de GNL? Quais os efeitos que os projectos estagnados provocam em Moçambique? E, por outro lado, Qual é o impacto do GNL na insurgência? E Quem são os parceiros mais relevantes no combate à insurgência? Através da análise da cobertura jornalística, fóruns de análise de conflitos, declarações oficiais das companhias energéticas bem como dos governos, e de trabalhos académicos, conclui-se que a insurgência provocou, maioritariamente, danos económicos e humanos aos projectos de GNL, abrindo caminho para a intervenção internacional em Cabo Delgado. A estagnação dos projectos contribui para o risco do sobre-endividamento no país e para a presença de forças estrangeiras em solo Moçambicano que, por seu turno, contribuíram para a criação de mais uma divisão nacional. Por sua vez, os interesses no GNL têm encabeçado a contra insurgência, com a grande parte dos interessados no GNL em Moçambique a terem um papel no apoio ao governo Moçambicano. As intervenções mais cruciais foram as da CDAA liderada pela África do Sul e a intervenção do Ruanda, esta última, mascarando a agenda securitária Francesa e do operador do projecto, Mozambique LNG, TotalEnergies.
