Abstract: | A União Europeia e África têm relações de longa data, abrangentes e densamente institucionalizadas, cuja governança tem sido marcada por alguma complexidade e incoerência, afetando a visibilidade e eficácia das políticas neste domínio. O presente artigo explora as implicações do novo Acordo pós-Cotonou para a governança das relações UE-África. Com esse propósito, o artigo começa por providenciar uma visão geral da evolução dos principais quadros de cooperação UE-África. De seguida, foca as negociações e principais inovações do Acordo pós-Cotonou. Finalmente, são abordados alguns dos desafios que o novo acordo enfrenta, bem como as suas possíveis implicações para a governança das relações UE-África, considerando em que medida contribui para mais coerência ou, ao invés, mais fragmentação. The European Union and Africa have long-standing, comprehensive and densely institutionalised relations, whose governance has been marked by some complexity and inconsistency, affecting policy visibility and effectiveness. This article explores the implications of the recent post-Cotonou Agreement for the governance of EU-Africa relations. To this end, the article begins by providing an overview of the evolution of the main frameworks of EU-Africa cooperation. It then focuses on the negotiations and main innovations of the post-Cotonou Agreement. Finally, some of the challenges facing the new agreement are addressed, as well as its possible implications for the governance of EU-Africa relations, considering to what extent it contributes to more coherence or, instead, more fragmentation. |
