Integração de refugiados no mercado laboral: Estudo de caso no Fundão

Abstract

Desde 2015, com o crescente número de refugiados a chegar à Europa, a União Europeia teve de adaptar as suas políticas de gestão de fluxos migratórios. Desta forma, Portugal tornou-se um destino que acolheu refugiados e requerentes de asilo, modificando as suas políticas de acolhimento e integração. Nos últimos anos a integração tornou-se uma questão de discussão pública significativa. Em Portugal, os estudos disponíveis sobre a integração de refugiados são escassos, especialmente em relação ao mercado laboral, uma das partes fundamentais da integração, pelo que se torna pertinente aprofundar a investigação académica neste âmbito. A presente dissertação centra-se na integração de refugiados no mercado laboral e o estudo foi realizado no Fundão, no interior de Portugal. Recorrendo ao método qualitativo e com recurso a entrevistas semiestruturadas, procura-se analisar a perceção e experiência de refugiados no mercado laboral, assim como os desafios ao longo do percurso. Foram realizadas onze entrevistas com refugiados e duas entrevistas com técnicos responsáveis pela integração. Os resultados refletem a importância da inclusão por parte da equipa de trabalho, das condições contratuais, do processo de aprendizagem da língua e da resiliência para a adaptação ao novo contexto, como pilares importantes de integração. O principal resultado do estudo revela que o emprego é um fator crucial para a autonomia e estabilidade dos refugiados, tendo a inserção laboral um papel fundamental para se sentirem efetivamente integrados.

Since 2015, with the growing number of refugees arriving in Europe, the European Union has adapted its migration flow management policies. In this way, Portugal has become one of the main countries destined to receive refugees and asylum seekers, modifying its immigration policies of reception and integration. In recent years, integration has become an issue of significant public discussion. In Portugal, there are few studies available on the integration of refugees, especially related to labour market inclusion, one of the most fundamental pillars in the process of integration, urging the need for further academic research in this context. This dissertation focuses on the integration process of refugees into the labour market and the study was conducted in Fundão, located in the interior of Portugal. The qualitative method resorting to semi-structured interviews was used as a privileged technique to gather information and was oriented by the main aim of understand and analyse the perception and experiences of refugees in the labour market, as well as the challenges throughout the work journey. The interviews were carried out with eleven refugees and two technicians responsible for the reception and integration of these refugees. The results reflect the importance of inclusion in the work team, contractual conditions, the language and resilience to adapt to the new context, as important pillars of integration. The main result of the study reveals that employment is a crucial factor for the autonomy and stability of refugees, with job insertion playing a fundamental role in feeling effectively integrated.
