O impacto da CRESAP no perfil da elite administrativa portuguesa: 2020 vs 2000

Abstract

Este artigo mostra-nos um quadro de grande continuidade nos perfis dos dirigentes do Estado, praticamente imune às recentes mudanças nos métodos de recrutamento. Independentemente dessas mudanças, a elite administrativa portuguesa segue um padrão de envelhecimento e continua a ser recrutada essencialmente no interior da administração pública, e frequentemente dentro do próprio ministério onde exerce funções. As variações que existem dizem respeito à antiguidade de determinados ministérios ou de carreiras específicas. Não significa isto obviamente que entre 2000 e 2020 nada tenha mudado no perfil da elite administrativa portuguesa. Simplesmente essas mudanças parecem estar menos associadas aos novos métodos de recrutamento do que a dinâmicas que lhes são anteriores ou exteriores.

This article shows us a picture of great continuity in the profiles of top officials, practically immune to recent changes in recruitment methods. Regardless of these changes, the Portuguese administrative elite follows a pattern of ageing and continues to be recruited essentially within the public administration, and often within the ministry where those management functions are exercised. The variations that exist relate to the seniority of certain ministries or the statute of specific careers. This obviously does not mean that between 2000 and 2020 nothing has changed in the profile of the Portuguese administrative elite. These changes simply seem to be less associated with new recruitment methods than with dynamics that precede or are external to them.
