Desde as raízes até os galhos: Perspectivas decoloniais sobre refúgio LGBTQIA+ em Portugal e Espanha

Abstract

O presente trabalho dedicou-se a pesquisar o refúgio LGBTQIA+ em Portugal e Espanha, a partir da perspectiva teórica da decolonialidade. As ONGs, por seu papel central nos processos de acolhida e inclusão, foram escolhidas como terreno de análise. Também foram pesquisadas outras organizações sociais do Terceiro Setor que não ONGs, quando o seu papel nos processos de acolhida e inclusão de refugiados o justificou. A tese apresentada é ser a decolonialidade uma chave de análise fundamental para se compreender o funcionamento do sistema de refúgio europeu. O objetivo geral da pesquisa foi realizar um mapeamento da atuação das organizações sociais, a partir das categorias de autonomia, autodeterminação e reparação histórica. Os objetivos específicos foram: investigar de que formas a colonialidade faz parte tanto da construção do sistema de asilo europeu quanto das condições geopolíticas que geram as migrações forçadas, em especial com relação a população LGBTQIA+; compreender os desafios existentes nos processos de acolhida e inclusão dessa comunidade; e identificar as violências e resistências presentes nesses processos. Para cumprir os objetivos, realizaram-se duas observações participantes e catorze entrevistas em profundidade. Além das entrevistas e da observação participante, foram consideradas informações disponíveis nos sites organizações sociais presentes nos dois países da pesquisa. Nas conclusões, é apresentado um mapeamento de necessidades específicas do refúgio LGBTQIA+, além de estratégias de resistência à reprodução da colonialidade no atendimento de refugiados LGBTQIA+.

This work is dedicated to researching LGBTQIA+ refugees in Portugal and Spain from the theoretical perspective of decoloniality. NGOs, due to their central role in the processes of welcome and inclusion, were chosen as the field of analysis. Other social organizations in the third sector, other than NGOs, were also researched when their role in refugee reception and inclusion processes justified it. The thesis put forward is that decoloniality is a fundamental key to understanding how the European refugee system works. The general aim of the research was to map the work of social organizations, based on the categories of autonomy, self-determination, and historical reparation. The specific objectives were: to investigate how coloniality is part of both the construction of the European asylum system and the geopolitical conditions that generate forced migration, especially about the LGBTQIA+ population; to understand the challenges that exist in the processes of welcoming and including this community; and to identify the violence and resistance present in these processes. To fulfill these objectives, two participant observations and fourteen in-depth interviews were carried out. In addition to the interviews and participant observation, information available on the websites of social organizations in the two research countries was also taken into account. The conclusions present a mapping of specific LGBTQIA+ refugee needs, as well as strategies for resisting the reproduction of coloniality in LGBTQIA+ refugee care.
