Desenvolvimento local e coesão territorial no caso da freguesia de Carvoeira e Carmões

Abstract

Portugal é um país marcado por assimetrias territoriais, entre as quais se destaca a dicotomia urbano-rural. A presente dissertação visa a compreensão deste fenómeno, aplicado à realidade da freguesia de Carvoeira e Carmões, que embora pertença a um município litoral (Torres Vedras), apresenta-se como uma freguesia rural com tendência para o envelhecimento. O intuito será, por um lado, perceber quais os motivos que levam os jovens a sair, por outro, descobrir as potencialidades da freguesia e o que se poderá fazer para torná-la uma zona mais atrativa. Objetiva-se o fomento da coesão territorial e social, por meio do desenvolvimento local, através da promoção dos recursos endógenos e a partir da dinamização do vasto tecido associativo que este território tem presente. Estas associações, tendo origem em iniciativas locais e comunitárias, construíram um espírito identitário e agregador que se tem vindo a desvanecer com os processos de globalização e os hábitos que lhes vêm associados. Procura-se, portanto, conhecer o conjunto de associações existentes, as dificuldades que enfrentam, assim como outras potencialidades do território, apresentando um conjunto de aspetos que caracterizem a freguesia e que abram caminho à fixação da população e ao desenvolvimento.

Portugal is an assymetrical territory, marked by urban-rural dichotomies. This dissertation attempts to understand this phenomenon, applied to the reality of the parish of Carvoeira and Carmões. Although it belongs to a coastal municipality (Torres Vedras), it presents itself as a rural parish which tends towards an ageing population. The aim of this study will be, on the one hand, to understand the reason that leads young people to leave and on the other hand to discover the potential of the region and what can be done to make the area more attractive. It also intends to promote territorial and social cohesion, through local development, by the promotion of endogenous resources and from the dynamization of the vast associative structure that the territory presents. It is therefore needed to know the range of associations, the difficulties they face. That is because these associations, originating from local and community initiatives, built an identity and aggregating spirit that has been fading with the process of globalization and the habits associated with it. By doing so, we hope to show the potentialities of the territory, presenting a set of aspects that characterize the parish and that open the way to the settlement of the population and the development of the region.
