A política externa de Angola no processo de reforma das forças de defesa e segurança da Guiné-Bissau (2007-2020)

Abstract

Esta Tese debruça-se sobre a cooperação de defesa de Angola com a Guiné-Bissau, desde antes da independência até à atualidade. Analisa de forma particular a política externa de Angola no apoio ao Processo de Reforma das Forças de Defesa e Segurança da Guiné-Bissau (2007-2020), focando essencialmente a operacionalização da Missão de Segurança na Guiné-Bissau (MISSANG). A Tese encontra-se organizada em 5 capítulos, a seguir: a introdução, objetivos e pergunta de partida, para além de sublinhar a relevância e justificação da escolha do tema. O primeiro e o segundo capítulos concentram-se na revisão da literatura, sobretudo, abordam a reforma das Forças Armadas em África e a política externa de Angola, respetivamente. No terceiro capítulo é tratada a metodologia de investigação científica. A seguir, no quarto capítulo, aborda-se a reforma do sector de defesa e segurança na Guiné-Bissau, enquanto no quinto capítulo, faz-se a análise da cooperação Angola - Guiné-Bissau no quadro da reforma do sector de defesa e segurança (2007-2020). E, finalmente, as conclusões e recomendações que são objeto da última parte desta Tese. Além destes capítulos, a Tese integra a Bibliografia (Referências Bibliográficas) e alguns Anexos. Do ponto de vista metodológico, o tipo de estudo usado para a pesquisa foi a forma de análise qualitativa, através de coleta de dados. A matéria em estudo obrigou igualmente o uso do estudo de caso, com o qual a recolha de informações foi feita através de questionários. Os resultados mostram o relevo que a cooperação militar assume no quadro da política externa de um país, em especial quando se trata da afirmação como potência regional. O estudo de caso sobre as relações diplomáticas entre Angola e a Guiné-Bissau pretende, também, elucidar sobre a multilateralidade dos processos de assistência militar, contribuindo para a literatura sobre processos de reforma militar em África.

This Thesis focuses on Angola's defense cooperation with Guinea-Bissau, from before independence to the present day. It particularly analyzes Angola's foreign policy in support of the Reform Process of the Defense and Security Forces of Guinea-Bissau (2007-2020), essentially focusing on the operationalization of the Security Mission in Guinea-Bissau (MISSANG). The Thesis is organized in 5 chapters. then the introduction, objectives and starting question, in addition to underlining the relevance and justification of the choice of topic. The first and second chapters focus on the literature review, mainly addressing the reform of the Armed Forces in Africa and Angola's foreign policy, respectively. The third chapter deals with the methodology of scientific investigation. Next, in the fourth chapter, the reform of the defense and security sector in Guinea-Bissau is addressed, while in the fifth chapter, an analysis is made of Angola-Guinea-Bissau cooperation within the framework of the defense and security sector reform. security (2007-2020). And, finally, the conclusions and recommendations that are the object of the last part of this Thesis. In addition to these chapters, the Thesis includes the Bibliography (Bibliographic References) and some Annexes. From the methodological point of view, the type of study used for the research was the form of qualitative analysis, through data collection. The subject under study also required the use of the case study, with which the collection of information was carried out through questionnaires. The results show the importance that military cooperation assumes in the framework of a country's foreign policy, especially when it comes to asserting itself as a regional power. The case study on diplomatic relations between Angola and Guinea-Bissau also aims to elucidate the multilateral nature of military assistance processes, contributing to the literature on military reform processes in Africa.
