Refugiados espanhóis em Portugal: entre a repressão policial e a solidariedade popular (1936-1945)

Abstract

Na sequência de uma sublevação militar iniciada a 18 de julho de 1936 em Espanha, o país mergulhou numa guerra civil, que opôs o governo legítimo da Frente Popular aos revoltosos nacionalistas liderados pelo general Francisco Franco. Este conflito provocou a saída massiva de espanhóis que pretendiam fugir aos focos do conflito e à perseguição movida pelas forças oponentes. Em virtude da sua proximidade geográfica e da existência de uma antiga rede de contactos e de relações, Portugal foi procurado por inúmeros refugiados, sobretudo republicanos. O governo salazarista, receando o contágio político-ideológico que acreditava que aconteceria caso estes fugitivos contactassem com a população portuguesa, procurou travar a sua entrada no país, considerando-os «indesejáveis». Esta investigação pretende analisar o fenómeno do refúgio espanhol em Portugal entre 1936 e 1945 do ponto de vista da atuação das autoridades portuguesas e da repressão policial que foi movida contra os refugiados espanhóis e contra os portugueses que os auxiliaram. Privilegia-se o uso de fontes policiais e segue-se uma abordagem predominantemente quantitativa e comparativa. Partindo de casos específicos, aborda-se a recusa da sua presença em Portugal, focando-se também o conceito de refugiado ao longo da época contemporânea, a posição portuguesa perante a entrada de estrangeiros e o movimento de fronteira no país durante a Guerra Civil de Espanha e a II Guerra Mundial. Verifica-se que essa recusa se inseriu num contexto mais amplo do apoio salazarista fornecido a Franco e que o refúgio espanhol em Portugal se diferenciou de outros casos por ser protagonizado, essencialmente, por pessoas comuns, pertencentes a uma classe social média-baixa, carente de recursos.

Following a military uprising that started on July 18, 1936, in Spain, the country plunged into a civil war, which opposed the legitimate government of the Popular Front to the revolting nationalists led by General Francisco Franco. This conflict caused the massive departure of Spaniards who wished to escape the focus of the conflict and the persecution moved by the opposing forces. Due to its geographical proximity and the existence of an old network of contacts and relationships, Portugal was sought out by countless refugees, especially Republicans. The Salazarist government, fearing the political-ideological contagion that it believed would happen if these fugitives contacted the Portuguese population, endangering the survival of the regime itself, sought to block their entry into the country, considering them "undesirable". This investigation intends to analyze the phenomenon of the Spanish refuge in Portugal between 1936 and 1945 from the point of view of the action of the Portuguese authorities and of the police repression that was carried out against these Spanish refugees and against the Portuguese who helped them. The use of police sources is privileged and a predominantly quantitative and comparative approach is followed. Starting from specific cases, it addresses the refusal of its presence in Portugal, also focusing on the concept of refugee throughout the contemporary era, the Portuguese position regarding the entry of foreigners and the border movement in the country during the Spanish Civil War and World War II. It appears that this refusal was part of a broader context of the Salazarist support provided to Franco and that the Spanish refuge in Portugal was diferente from other cases because it was carried out, essentially, by ordinary people, belonging to a low-middle social class, needy of resources.
