Movimento associativo militar

Abstract

O Movimento Associativo de militares e ex-militares (MAM) é um bem público integrante do capital social de Portugal. Nesse Movimento contam-se dezenas de organizações e reúnem-se cidadãos que estão ou passaram pela Instituição Militar. O propósito dessas organizações é muito diverso, muitas delas simplesmente procuram manter laços de convivência forjados nas mais diversas situações, especialmente as estabelecidas entre ex-combatentes (por exemplo, durante a guerra nas ex-colónias portuguesas). Do ponto de vista do valor acrescentado à formação e consolidação de “capital social” na sociedade portuguesa, por parte de cada uma das Entidades desse Movimento Associativo, foram investigadas a Associação Nacional de Sargentos, a Associação de Praças, a Associação de Oficiais das Forças Armadas e Associação de Militares na Reserva e Reforma para avaliar se o MAM desenvolve atividades que reforçam ou enfraquecem a ligação dos militares à sociedade democrática. A investigação interroga-nos se existe insatisfação entre os militares do Quadro Permanente, que atividades as Associações desenvolvem para a superar e conclui com uma reflexão sobre o contributo dos efeitos dessas atividades para o enlace entre esses militares e a sociedade democrática. O que sobressai da pesquisa das atividades dessas Associações é a ação coletiva na defesa dos interesses e direitos dos militares. São quase 40 anos de atividade que são revisitados e de onde se conclui que o Poder raramente soube ou quis acolher as suas iniciativas construtivas desprezando um Capital de conhecimento e proposta que em muito teria contribuído para reforçar positivamente a relação entre os militares do Quadro Permanente e a sociedade democrática.

The Associative Movement of military and ex-military personnel (MAM) is an integral part of Portugal's Social Capital. MAM has dozens of organizations being a multipurpose network for citizens who are Military on active duty or have been. The purpose of such organizations and associations is very diverse, many of them simply seek to maintain bonds of coexistence forged in the most diverse situations, especially those established between ex-combatants (for example, during the war in the former Portuguese colonies). From the point of view of added value to the formation and consolidation of “social capital” in Portuguese society by each Entity, the Sergeant's Association, the Corporal's Association, the Officer´s Association of Armed Forces Military personnel and the Association of Military Personnel in the Reserve and Retirement were investigated and discussed aiming to evaluate whether MAM develops activities that strengthen or weaken the military's connection with democratic society. The investigation questions if dissatisfaction among the military exists and what the Associations do to overcome it and strength the link between the military personnel and the democratic society. What stands out in the research of Association's activities is the collective action in defense of military personnel's interests and rights, Officers, Sergeants and Corporals that serve Portugal in the Armed Forces. Almost 40 years of activity were revisited and from there it can be concluded that Governments rarely acknowledge or wanted to welcome its constructive initiatives, disregarding a Capital of knowledge and proposal that would have contributed to a stronger link between the military personnel and democratic society.
