España y los fondos europeos: radialidad o transversalidad

Abstract

O Corredor do Mediterrâneo é uma das infraestruturas de transporte de mercadorias e passageiros mais importantes não só de Espanha, como da União Europeia. No entanto, o seu nível de implementação, construção e desenvolvimento na Península Ibérica é muito inferior quando comparado com o investimento feito no Corredor Central, parte do sistema radial. A importância atribuída a este sistema, encontra as suas origens no século XVI, onde estas vias cumpriam funções políticas e estratégicas da Casa Real Espanhola. Mais tarde, com o aparecimento do comboio no século XIX, esta perspectiva manteve-se e os caminhos ferroviários acompanharam-na. Este sistema manteve-se, inclusive, depois da entrada de Espanha na União Europeia em 1986. Facto visível não só no delineamento e construção de auto estradas, como no estabelecimento e implementação do AVE, expoente máximo desse sistema antiquado. Esta dissertação, que se foca na análise comparativa de mapas referentes às diferentes fases de construção das infra-estruturas de transporte em Espanha, visa demonstrar que o padrão radial até agora implementado, desconsidera a natural superioridade económica associada à exploração e investimento nas regiões periféricas da Península Ibérica. A conclusão deste trabalho revela que o vínculo Europeu em pouco contribuiu para a mudança e atualização da mentalidade dos sucessivos governos espanhóis em relação ao tema abordado. Pelo contrário, continua evidente o problema "Sistema radial versus mercado transversal" o que reflecte, em última análise, a incapacidade da União Europeia de impor aos Estados Membros uma agenda comum.

The Mediterranean Corridor is one of the most important transport infrastructure for goods and passengers not only in Spain, but also in the European Union. However, its level of implementation, construction and development in the Iberian Peninsula is much lower when compared to the investment made in the Central Corridor, included in the radial system . The importance attributed to this system, finds its origins in the 16th century, where these routes fulfilled political and strategic functions of the Spanish Royal House. Later, with the appearance of the train in the 19th century, this perspective was maintained and the railways followed it. This system has been maintained even after Spain's entry into the European Union in 1986. This is visible not only in the design and construction of motorways, but also in the establishment and implementation of the AVE, the maximum exponent of this old-fashioned system. This dissertation, which focuses on the comparative analysis of maps referring to the different phases of construction of transport infrastructures in Spain, aims to demonstrate that the radial pattern implemented so far, disregards the natural economic superiority associated with exploration and investment in the peripheral regions of the Iberian Peninsula. The conclusion of this work reveals that the European partnership did little to change and update the mentality of successive Spanish governments in relation to the topic addressed. On the contrary, the problem "Radial system versus cross market" remains evident, which ultimately reflects the European Union's inability to impose a common agenda on Member States.
