Abordagens alternativas no combate aos incêndios rurais e florestais: o projeto “Não brinques com o fogo”

Abstract

A presente dissertação descreve e analisa o projeto Piloto “Não Brinques com o Fogo”. Por um lado, a prevenção dos incêndios rurais e a proteção das comunidades e, por outro, a salvaguarda do território, através da concretização de ações culturais e artísticas, nos territórios com maior incidência de incêndios. Este trabalho assenta-se na observação das ações relativas ao projeto, incluindo os relatórios e ações de divulgação mediáticas. Foram efetuadas entrevistas aos dirigentes e às entidades envolvidas no projeto, bem como a recolha de dados, através da aplicação de um questionário misto a 111 inquiridos, abrangendo todo o território continental. Foram identificadas 127 ações de divulgação (clipping) no período de 26/06/2020 a 31/08/2020, distribuídas em três grandes picos. Os relatórios de ações desenvolvidos demonstraram que os programas são direcionados a dois grupos - comunidades rurais e comunidade geral, e divididas em dois eixos: envolvimento e capacitação. Através do questionário verificou-se que os respondentes ficaram mais informados sobre as causas e os meios de prevenção de incêndios, após a participação no projeto, e pretendem mudar o seu comportamento de uso do fogo. Concluiu-se que foi positivo o contributo das atividades culturais diversas na alteração de comportamentos de risco face aos incêndios florestais e rurais em Portugal. A arte auxilia na promoção da capacidade autorreflexiva dos indivíduos. Nesse sentido, as políticas públicas para as artes, ocupam um papel de destaque, principalmente no que diz respeito a novas abordagens de combate a questões sociais e ambientais.

This dissertation describes and analyzes the Pilot project “Não Brinques com Fogo”. On the one hand, the prevention of rural fires and the protection of communities and, on the other hand, the safeguarding of the territory, through the implementation of cultural and artistic actions, in the territories with the highest incidence of fires. This work is based on the observation of the actions related to the project, including reports and media dissemination actions. Interviews were conducted with managers and entities involved in the project, as well as data collection, through the application of a mixed questionnaire to 111 respondents, covering the entire continental territory. 127 publicity actions (clipping) were identified from 06/26/2020 to 08/31/2020, distributed in three major peaks. The action reports developed showed that the programs are aimed at two groups - rural communities and the general community, and divided into two axes: involvement and training. Through the questionnaire it was found that the respondents were more informed about the causes and means of fire prevention, after participating in the project, and intend to change their behaviour in the use of fire. It was concluded that the contribution of diverse cultural activities to the change risk behaviours in the face of forest and rural fires in Portugal was positive. Art helps in promoting the self-reflective capacity of individuals. In this sense, public policies for the arts play a prominent role, especially with regard to new approaches to coping with social and environmental issues.
