A Cooperação Estruturada Permanente no contexto da segurança e defesa da União Europeia

Abstract

Num contexto de crescente preocupação relativa à segurança e à defesa nacionais na Europa, foi criada a Cooperação Estruturada Permanente (PESCO) no quadro da União Europeia, englobando grande parte dos seus Estados-Membros. A PESCO constitui o foco principal deste trabalho, cujo objectivo é compreender o papel deste mecanismo no contexto da segurança e defesa europeias, nomeadamente no contexto da Política Comum de Segurança e Defesa (PCSD), bem como compreender a posição de Portugal neste quadro. No contexto da problematização sobre estas temáticas, iremos também focar questões centrais, como o conceito de "exército europeu" e compreender se este será ou não o futuro, ou o objectivo, da PESCO. Concluímos que a PESCO contribui para um alargamento do escopo da PCSD para além da gestão de crises, sendo que uma maior articulação e colaboração entre os Estados-Membros participantes poderá fomentar uma aproximação a uma defesa europeia e, por conseguinte, a uma nova fase para a UE como actor de segurança.

In a context of growing concern about national security and defense in Europe, Permanent Structured Cooperation (PESCO) was created within the framework of the European Union, encompassing most of its Member States. PESCO is the main focus of this work, which aims to understand the role of this mechanism in the context of European security and defense, namely in the context of the Common Security and Defense Policy (CSDP), as well as to understand Portugal’s position within this framework. While problematizing these issues, we will also focus on core issues such as the concept of "European army" and understand whether this will be the future or not, or the goal, of PESCO. We concluded that PESCO contributes to broadening CSDP's scope beyond crisis management, considering that a greater articulation and collaboration between participating Member States could foster an approximation to a European defense and, thus, to a new phase for the EU as a security actor.
