Pedonalidade em risco: estudo antropológico dos atropelamentos em Lisboa

Abstract

As estatísticas da sinistralidade rodoviária portuguesa têm manifestado, nos últimos anos, uma aparente tendência de diminuição quer no número de acidentes quer no número total de vítimas. Não obstante esta suposta diminuição, ao nível da sinistralidade em geral pouco se tem avançado sobre a vertente específica dos atropelamentos de peões na cidade de Lisboa. Este estudo baseou-se nas estatísticas de sinistralidade da cidade de Lisboa referentes aos anos 2006, 2007 e 2008, tendo sido analisados em particular os dados relativos às vítimas pedonais. Procurou-se, desta forma, enumerar as características específicas deste grupo de vítimas, bem como as particularidades inerentes a este tipo de ocorrências. Os peões constituem um grupo com características específicas dentro do sistema rodoviário. Parte desta especificidade advém da especial vulnerabilidade deste grupo face aos restantes utentes da via, assim como da importância do factor risco e do factor erro (ambos inerentes ao comportamento humano) no processo de condução. Com este trabalho pretendeu-se documentar através de uma perspectiva antropológica, a interacção rodoviária peão-condutor na cidade de Lisboa, recorrendo-se, para tal, a diferentes metodologias, tal como à análise estatística, à análise do discurso e ao trabalho de campo etnográfico. Desta forma procurou-se promover uma reflexão sobre os problemas actuais referentes a esta temática, bem como sobre o futuro de uma pedonalidade sustentável em Lisboa.

The statistical reports regarding the number of road traffic accidents, and also the number of road traffic victims in Portugal have apparently demonstrated, in the last few years, a decreasing tendency. Notwithstanding, there are not many studies regarding accidents involving pedestrians in the city of Lisbon. This study was based on the statistical reports concerning road traffic accidents in the city of Lisbon regarding the years of 2006, 2007, and 2008, and has observed in particular the data pertaining to accidents involving pedestrians. We have, accordingly tried to point out the specific characteristics of this group of victims in this particular context. In effect, pedestrians are a specific group with particular characteristics within the road traffic system. This fact is partially attributable to a higher vulnerability of this group when compared with the other road users, as well as to the relevance of the facto risk and of the factor error (both inherent to human behaviour) on the driving process. The aim of this work was therefore to study, from an anthropological perspective the interaction between pedestrians and drivers in the city of Lisbon. Consequently, we have resorted to different methodological approaches, such as statistical analyses, discourse analyses, and even ethnographic fieldwork. We have thus tried to stimulate a debate regarding the current problems concerning pedestrian safety, as well as the future of a sustainable city for pedestrians.
