Resumo: | Estudei a relação entre o investimento público real, investimento privado real e o PIB real da
Guiné-Bissau no quadro da UEMOA. Do ponto de vista teórico, o investimento público real tem
dois efeitos sobre o investimento privado real e o PIB real: o efeito crowding out e o efeito
crowding in. Dispondo de diferentes modelos empíricos lineares, para separar os dois efeitos,
utilizei o método econométrico VAR (Vetor Auto Regressivo), por ser o mais adequado no estudo
de impacto do investimento público real em relação ao investimento privado real e do
investimento público real na taxa de crescimento do PIB real. Com este método pela análise dos
principais resultados, estatisticamente não há causalidade bidirecional entre as variáveis. Os
efeitos são negativos, algum período positivo de estabilização ao longo do tempo no curto prazo
sem qualquer impacto e não estatisticamente significativo. Genericamente conclui-se que há
efeito negativo (mas estatisticamente insignificativo) do investimento público real no
investimento privado real e não há qualquer efeito no PIB real. I studied the relationship between real public investment, real private investment and real GDP of Guinea-Bissau within WAEMU. From a theoretical point of view, real public investment has two effects on real private investment and real GDP: the Crowding out effect and the Crowding in effect. With the use of different linear empirical models to separate the two effects, I used the econometric method VAR (Vector Auto regressive), because it is the most adequate in the impact study of the real public investment in relation to the real private investment and the real public investment in the rate of real GDP growth. With this method by the analysis of the main results, statistically there is no bidirectional causality among the variables. The effects are negative, some positive period of stabilization over time in the short run with no impact and not statistically significant. It is generally concluded that there is a (statistically insignificant) negative effect of real public investment on real private investment and there is no effect on real GDP. |
