The impact of the transatlantic trade and investment partnership in the logistical processes between Portugal and the United States of América: a practical study

Abstract

The Transatlantic Trade and Investment Partnership is currently being negotiated and it is estimated to have an impact in Portugal's economy, especially in the value of imports and exports with the United States of America. It is not only important to understand the impact in the economy, but also the physical realization of an increase in trade volumes in the logistical processes part of the global supply chain. Maritime freight transport is responsible for almost the totality of exchanges between the two countries and the estimated impact is going to be translated into an increase in port movement resulting from positive variations in imports and exports. The dissertation studies these variations estimated after the successful application of the trade and investment agreement and their impact in port management and transport logistics. The low significance of the trades with the United States of America in Portugal's total imports and exports, causes the impact resulting from the trade and investment agreement to have a low implication in total port movement. Nonetheless, the global trade volumes keep growing and the importance of logistics in the global supply chain is undeniable. An increase in trade volume is going to add to the challenges ports and maritime freight transport already face, emphasizing the importance of effectively managing the logistical processes, not only in ports but also in the connection with inland transport modes, in order to be competitive in the international markets.

O Acordo de Parceria Transatlântica de Comércio e Investimento (TTIP) está presentemente a ser negociado e estima-se que tenha um impacto na economia Portuguesa, nomeadamente no valor das importações e exportações com os Estados Unidos da América. Mais do que apenas o impacto económico, é importante também estudar as implicações físicas que um aumento nos volumes das trocas comercias tem nos processos logísticos da cadeia global de abastecimento. O transporte marítimo de mercadorias é responsável pela quase totalidade de trocas comerciais entre os dois países e o impacto estimado traduz-se num aumento de movimento nos portos resultante de variações positivas nas importações e exportações. A dissertação estuda as variações nos portos, decorrentes da implementação do Acordo de Parceria e o seu impacto na gestão dos portos e logística de transporte. A reduzida representação das trocas com os Estados Unidos da América, nas importações e exportações totais de Portugal, faz com que o impacto causado pelo Acordo no movimento dos portos seja pouco significativo. No entanto, o volume de comércio internacional continua a crescer, realçando a importância da logística na cadeia global de abastecimento. Um aumento do volume de trocas é uma adição aos desafios que os portos e o transporte marítimo enfrentam, evidenciando a importância de uma gestão eficaz dos processos logísticos, não só nos portos mas também nas ligações com o transporte terrestre, para manter e aumentar a competitividade nos mercados internacionais.
