Modelo colaborativo no sistema ferroviário português: uma abordagem dos últimos 20 anos

Abstract

Esta Tese visa explicar como a CP e a REFER, enquanto empresas prestadoras de serviços, constroem soluções de valor no sistema ferroviário nacional. Ambas são consideradas atores sociais de uma rede industrial e de um sistema de serviço. Considera-se que a criação de valor apresenta uma natureza interativa e sistémica, pelo que compreender esta relação, no âmbito de uma rede industrial, é fundamental para o entendimento de qualquer solução de transporte orientada para o mercado numa perspetiva de serviço. Metodologicamente foram seguidos dois fluxos de literatura: o modelo de redes industriais apresentado pelo IMP Group para a caracterização da rede e, para compreender o conceito de serviço centrado na lógica do cliente, fez-se recurso à literatura de soluções de negócios em rede. O modelo de análise adotado, baseado num relacionamento diádico CP/REFER onde a CP se apresenta como cliente da REFER, veio a revelar-se inconsistente. Tal, considera-se ser consequência do modelo não acomodar o cliente final, embora ele seja considerado no processo de criação da solução de transporte. Assim, após esta constatação, é ainda apresentada uma alternativa que considera a necessidade de existirem formas diferentes de colaboração e interação entre as empresas e entre estas e o cliente final, enquanto atores que conjuntamente integram recursos visando a criação de valor no sistema ferroviário. A resposta à questão abordada não se esgota neste trabalho, pelo que ficam em aberto outras possibilidades de investigação relativamente à interação e co-criação de valor em soluções, noutros modos de transporte e noutras áreas de atividade.

This thesis aims to explain how CP and REFER, while service supplier companies, co-create value solutions in railway systems. Both are considered as social actors in industrial network or belonging to a service system. It is considered that value creation is interactive and systemic by nature, wherefore understanding this relation in an industrial network context is crucial to comprehend any market oriented transportation solution from a service perspective. Methodologically the review pursued two streams of literature: the industrial network approach developed by IMP Group to characterize the network and solutions within business networks to understand customer centric service concept. The conceptual framework adopted, based on a dyadic relationship between CP/REFER where CP is the customer and REFER the supplier, has proved to be inconsistent. This is considered a consequence of the absence, in the framework, of the public-transportation final costumer although indirectly it is reflected in the development of the transport solution. A case study is also introduced aiming the analysis of this dyadic relationship by the lens of the framework referred. An alternative is presented in order to consider different ways of collaboration and interaction between the two focal companies and between them and the railway costumer, while actors that jointly integrate resources in order to create value in railway systems. The answer to the research question is not depleted in this work, further research can be done related to the interaction and co-creation value in solution networks, particularly in context of other modes of transport or other industries.
