O fado do regresso ao samba: regresso de imigrantes ao Brasil

Abstract

Desde o início da crise económico-financeira em Portugal foi possível identificar uma diminuição do número de brasileiros em Portugal e um aumento de retornos para o Brasil e, remigrações para países terceiros. Existem poucos estudos sobre o retorno de imigrantes ao país de origem e consequentemente existe uma lacuna a nível de políticas públicas de apoio ao retorno e à reintegração de imigrantes. Por isso, este fenómeno necessitava de ser analisado para se perceber quais os fatores subjacentes a este retorno. Era importante fazer uma caracterização dos imigrantes brasileiros em Portugal, que optaram por regressar ao Brasil entre o período de tempo de 2008 a 2015 e, mais particularmente, entre 2013 e 2015 com o intuito de perceber quais os recursos adquiridos a nível social, humano, financeiro e cultural em Portugal. Por outro lado, o trabalho tem por objetivo conhecer de que forma é que estes recursos e experiências fomentam uma reintegração sustentável no Brasil e, como é que os migrantes retornados podem ser agentes de desenvolvimento nas comunidades de origem. Para finalizar, é feita uma análise das medidas existentes a nível de políticas públicas e programas direcionados para o retorno e para a reintegração no país de origem. Este trabalho tem por base uma intensa análise de teorias sobre migrações, retorno e desenvolvimento ligado às questões migratórias e foi feita uma recolha de dados a nível empírico através de entrevistas de cidadãos brasileiros retornados

Since the beginning of the financial and economic crisis in Portugal there has been identified a decrease in the number of Brazilians in Portugal and a growth in the number of returns to Brazil and remigrates to third countries. There are few studies about the return of immigrants to their country of origin and consequently there is a lack of public policies to support the return and reintegration of migrants. Therefore, this phenomenon needs to be analysed to understand what the underlying factors to this return are. It is important to make a characterization of Brazilian immigrants in Portugal, who have chosen to return to Brazil between the time periods of 2008 to 2015 and more particularly between 2013 to 2015, in order to realize which social, human, financial and cultural resources they are acquired in Portugal. On the other hand, the work aims to understand how it is that these resources and experiences foster sustainable reintegration in Brazil and how those returning migrants can be agents of development in the root communities. Finally, an analysis is made of the existing measures from a public policies level and programs aimed for the return and proper reintegration in the country of origin. This work is based on an intensive analysis of theories on migration, return and development linked to migration issues. The collection of the empirical level data was done through interviews of returned Brazilian citizens.
