Resumo: This research focuses on evaluating how strongly common capital structure determinants have an explanatory power on the Portuguese banking financial leverage. It also assesses the impact of financial crisis on the banks’ leverage ratios, and its adjustments with capital regulatory requirements. A set of banks selected correspond to the group of financial entities that form the Portuguese Bank Association and that have continually operated as a unique entity over the period 2009-2018. A panel data analysis, based on a fixed effects approach, was used to assess the relationship between financial leverage and the set of selected explanatory variables. The results evidences that there is a significant impact of regulatory capital, the global financial crisis and the eurozone crisis on the leverage levels of the Portuguese banks. Over the period under analysis, regulatory capital, as well as the economic effects of the financial crisis, strongly impacted on the leverage ratios, affecting the capital structure of Portuguese banks. This research provides key outcomes about the impact of structural capital drivers on the Portuguese leverage ratios and the corresponding levels before and after the economic financial crisis. It confirms that a bank may be undercapitalized even when it holds capital above regulatory requirements.</description>

Resumo: The challenge of creating a favourable business environment has motivated academics, international institutions and policy makers. An initiative that has recently been established to facilitate this path has involved the creation of ordered lists that classify the environment around companies and the ease of doing business. The World Bank’s DB measure is one such ranking system. This type of ranking has supported much research and many political decision-making processes. However, it is not common in these analyses to consider regional dynamics and how the results of such rankings and investigations should be interpreted considering regional specificities. The objective of this study is to evaluate the business environment and the production of wealth while considering the impacts of these regional dynamics. In particular, we study whether the DB sub-indicators are equally important regardless of a region’s level of economic development. The results are clear with evident configurations of dominant sub-indicators that are distinct in three regions. Our results show us that these rankings, and the design of public policies based on them, should consider regional specificities, thus refuting the idea that the design of public policies to improve the framework for companies should follow a "one fits all" intervention model.</description>

Resumo: The trustworthiness of a financial audit report rests on the perception of auditor independence. However, several factors can affect those perceptions, ultimately affecting market confidence. This study aims at providing a deep understanding of auditors‟ perceptions of auditor independence, particularly analysing whether and how their perceptions are affected either by the provision of non-audit services, competition, the size and tenure of the audit firm or the client‟s financial condition. Qualitative research was held through semi-structured interviews. Both the provision of non-audit services and tenure have generated great consensus amongst interviewees as impacting auditor independence. Rotation and litigation exposure were mainly perceived as enhancement factors.</description>
