Resumo: This paper delves into the issue of recent access to social housing in Portugal, given the escalating
challenges in securing adequate housing. The unprecedented public investment within housing raises important
considerations. It leads us to question the effectiveness of current housing policies and basic laws in guaranteeing
adequate housing and exploring if there an urban attempt to relate the house to the habitat in recent developments on social housing. To address these initial inquiries, we focuses on three specific aspects within the realm of recent social housing programmes: i) housing policies; ii) basic laws; and iii) preliminary programmes for design contests and specifications for rehabilitation contracts. The methodology involves selecting case studies of housing estates in the Lisbon Metropolitan Area, while analysing parameters such: i) location; ii) intervention type iii) number of dwellings and their typologies; iv) dimension of the housing gross construction; and v) relation between the house and the habitat.
Preliminary findings underscore advancements in social housing, emphasizing the importance and need not only for
the articulation between current housing programmes, policies and basic laws, in order to guarantee adequate housing and habitat, but also the irreplaceable role of the State and the Central Government to define these policies and approach municipalities to execute them.2023-01-01T00:00:00ZProspetiva sobre migrações, uma missão impossível?

Resumo: Este artigo explora prospetivamente a imigração e emigração em Portugal face às transformações económicas, sociais e políticas de médio prazo (até 2030). Num primeiro momento, apresenta-se uma síntese de teorias para definir as determinantes mais importantes das migrações. Num segundo momento, e tendo em conta os contributos dos estudos nacionais e internacionais, sistematizam-se diferentes tipos de cenários e identificam-se variáveis-chave estruturadoras dos fenómenos de mobilidade. Finalmente, e tendo como objetivo a construção de tendências prospetivas apresentam-se os resultados da consulta a informadores privilegiados sobre as principais incertezas estruturantes que se colocam no futuro das migrações. Resumo: This article examines the gendered and classed dynamics of homelessness and displacements in Portugal. I use the lens of displaced survival to bring light to the complex web of relations that promote the housing exclusion of low-wage single mothers. I show how these families, expelled from housing programmes and unable to afford housing in the private rental sector, are left to suffer from a cycle of displacements, leading to accentuated poverty and dispossession, which also leads to over-generational perpetuation of poverty. Methodologically the study draws from life-history interviews and policy analysis, conducted from 2017 to 2019 in Lisbon. In addition to being exploited within paid and unpaid labour and having to pay an unaffordable rent, displacements and evictions exacerbate the dispossession and poverty of these families, given that their specific conditions as low-income single mothers are not recognised within the policy responses.2023-01-01T00:00:00Z
