Energia eólica: O estudo de caso das ilhas artificiais dinamarquesas

Abstract

Numa altura em que as tensões geopolíticas se agravam e complexificam, é de toda a relevância abordar a questão energética, tendo em especial atenção, o impacto destas novas variáveis a um nível macroscópico e num âmbito social e político europeu, inserido num cenário global. É, assim, fundamental garantir que as apostas em soluções propostas como ecologicamente favoráveis, correspondem efetivamente, a soluções eficientes, a médio e longo prazo. Para viabilizar esta abordagem, optou-se por estudar uma situação que é possível considerar exemplar, mediante a garantia de níveis de sustentabilidade e práticas de governação viáveis. O caso abordado corresponde, precisamente, a uma das vertentes da aposta energética renovável, a energia eólica offshore, privilegiada pela existência do Mar do Norte, no contexto europeu e fonte crucial para as aspirações da União Europeia. O caso de criação das ilhas artificiais dinamarquesas, apresenta-se mais uma solução no combate às alterações climáticas e à instabilidade geopolítica atual, justificando-se, assim, averiguar o contributo das mesmas, para o cumprimento desta medida.

At a time when geopolitical tensions are getting worse and more complex, it is extremely important to address the energy issue, paying special attention to the impact of these new variables at a macroscopic level and in a European social and political context, within a global scenario. It is, therefore, essential to guarantee that the bets on solutions proposed as ecologically favorable, effectively correspond to efficient solutions, in the medium and long term. To make this approach viable, it was decided to study a situation that can be considered exemplary, by guaranteeing levels of sustainability and viable governance practices. The case dealt with corresponds, precisely, to one of the aspects of the commitment to renewable energy, offshore wind energy, privileged by the existence of the North Sea, in the European context and a crucial source for the aspirations of the European Union. The case of the creation of Danish artificial islands presents yet another solution in the fight against climate change and the current geopolitical instability, thus justifying the investigation of their contribution to the fulfillment of this measure.
